Kenya seeks consultant for Lamu Special Economic Zone


The Lamu Port-South Sudan-Ethiopia (Lapsset) Corridor Development Authority is looking for a consultant to help in the development of Lamu Special Economic Zone, according to a tender it floated on 9th May 2024.

The consultant will assist in the development of the detailed master plan designs for
the Lamu Special Economic Zone in Kenya.

“The LCDA intends to engage a Consultant to undertake the Design of Master Plans for the
earmarked area,” LCDA said in its Request for Proposal(RFP).

“The master plans should show the broad land use development scenarios
characterized by a zone for industrial, trade, commercial, office and residential use among others.

The development of the Master plans and prototypes will be based on a phased
implementation framework.”

Preference will be given to consultants who have an overall understanding of Special Economic Zones including the existing policies.

The Consultant should demonstrate experience in master planning SEZ’s and working knowledge of the sector. The candidate should be competent in designing masterplans, developing similar designs related to specific experience in the sector.

The candidate can be a single firm or a consortium and be able to provide the following professionals.

The Lamu Special Economic Zone (SEZ), a pivotal component of the Lamu Port South Sudan Ethiopia Transport (LAPSSET) Corridor Program, aims to establish a world-class economic zone to drive industrial development and economic growth.

This project is situated on approximately 5,200 acres of land in Lamu County, Kenya.

The Lamu Corridor Development Authority (LCDA) is responsible for its development and will provide Physical and Business Development Service Facilities to support local and foreign enterprises and facilitate their growth in various industrial sectors.

The Lamu SEZ aims to To expand and diversify production of goods for domestic and export markets, promote value addition, attract both local and foreign investments and to promote local entrepreneurship by supporting SMEs. It also seeks to enhance technological innovations.

A firm will be selected under Quality and Cost Based Selection method and in a format as described in the Request for Proposal, in accordance with the Public Procurement and Asset Disposal Act 2015.

The Lamu SEZ seeks to attract firms dealiong in Food and Beverages, Clothing, textiles, and apparel Facilities, Leather Manufacturing, Lumber and wood, Warehousing and logistics as well as Automotive.

The Consultant will be expected to prepare master plan designs, prototypes and
implementation plans will guide the zoning development of the infrastructure and physical structures of the LAPPSET Lamu SEZ.

The designs and prototypes will include plans and elevations for industrial, commercial, residential, public utilities and others based on the identified land uses and zones within the land measuring approximately 5,200 acres in the proposed Lamu city.

Among other things, the Consultant will be required to carry out a Strategic Environmental Assessment (SEA) for the Lamu SEZ plan. The SEA will be conducted within the National Guidelines for SEA and the Environmental and Social Considerations Act.
